Russell Mmiso Dlamini: Prime Minister of Eswatini

Russell Mmiso Dlamini is the youngest Prime Minister of the Kingdom of Eswatini, having been appointed by His Majesty King Mswati III in November 2023. He is a visionary strategist with extensive experience in sustainable development at the technical and leadership levels.

Dlamini was born on October 23, 1973, and holds a Master of Philosophy Degree in Sustainable Development Planning and Management from Stellenbosch University, a BA Hons in Development Administration from the University of South Africa, and a BSc in Agricultural Education from the University of Eswatini.

He has a proven track record in building and energising teams, applying discipline, and inspiring outstanding performance. Before his appointment as Prime Minister, he served as Chief Executive Officer of the National Disaster Management Agency (NDMA) for 8 years, where he established the NDMA as a strong entity with sound governance and operational systems.

Under his leadership, NDMA successfully led the country’s disaster preparedness and response to the 2015/2016 El Nino Induced drought, the COVID-19 Emergency response, and the Tropical Cyclone Eloise Emergency Response. Mr. Russell Dlamini was also instrumental in the development of many strategic documents, including the National Resilience Strategy, the Multi-Hazard Contingency Plan, and the National Drought Management Plan.

As Prime Minister, Dlamini is committed to strong stakeholder relationships and working with all Eswatini people to build a better future for the country. He has a clear vision for Eswatini, one that is based on sustainable development, economic growth, and social justice.

In one of his initial addresses, Dlamini urged Private and Cabinet Office staff to focus on serving emaSwati as their utmost priority. “Ultimately, we are here to serve the people out there”, he said this when meeting Private and Cabinet Office staff for the first time.
